| 内容記述 | This article aims to examine legal establishment of a scheme of public health nurses in the years before World War II in Japan. This scheme started in the Meiji era when the poor were increasing and various diseases were spreading in society because of the rapid industrialization of the time. In 1941 and 1945, two regulations for public health nurses were implemented to promote the war time policy of the government of maintaining public health. In those regulations, the term 'Hokenfu (literally a woman engaged in health matters)' was used instead of 'social nurse (Kangofu)' or 'public health nurse'. The expressions 'social' and 'public' were avoided because those words implied an association with 'socialism' and because the social status of 'nurse (Kangofu)' was regarded as low. | |||||
