This scheme started in the Meiji era when the poor were increasing and various diseases were spreading in society because of the rapid industrialization of the time. In 1941 and 1945, two regulations for public health nurses were implemented to promote the war time policy of the government of maintaining public health. In those regulations, the term \u0027Hokenfu (literally a woman engaged in health matters)\u0027 was used instead of \u0027social nurse (Kangofu)\u0027 or \u0027public health nurse\u0027.
