| 内容記述 | In this study, the Japanese insurance is conceived as a medical insurance, which originally includes all the general population. By analyzing the various problems hat took place in the autumn, 1937, it is possible to visualize that the formation process of the national insurance became a key problem in the society. The legal proposals aiming to solve the problematic at that time, presented by the national study group, the Showa group, and the social insurance board are discussed. It analyses how the compromise was produced in these three organizations. Also a complete account of possible options stated in three legal proposals as well as the most asserted and the most feasible legal proposal is extensible explained. | |||||
