| 内容記述 | The Inspection Panel of the World Bank was created as an appeals mechanism that receives claims from citizens who believe they have been directly harmed by the Bank's projects. Although the establishment of the Inspection Panel is an important step in moving toward the transparency of World Bank operations and the Bank's accountability for it's role regarding them and ultimately toward improved project quality at the Bank, there are several problems in the Inspection Panel process. This paper focuses on problems of the Inspection Panel process regarding the Request for Inspection which alleged non-compliance by the Bank with its policies in relation to NTPC Power Generation Project in Singrauli, India, and the Panel's investigation report. As the result of the analysis of the process, we see that there are problems, for example, the limiting of the Panel's terms of reference for an investigation, the introduction of the action plan by the Bank Management. | |||||
