| 内容記述 | The Meiji government drew up consistent policy strengthening the human rights of the mentally subnormal, in order to maintain public peace. This paper clearly explains the necessity for the government to enact the Law for control of the mentally subnormal. (Seishinbyousya kangohou) The paper is prefaced by a review of previous research and opinion. It also presents a critique of Okada's previous research centered on the revision of the unequal Law and the Soma incident. Research methods include analysis of the implications of (1) the period background; (2) the process of enactment; (3) the legislation system; (4) details of the enactment, with an emphasis on whether Okada's previous research is appropriate. The period between 1898 and 1900, before the enactment of the Law (Seishinbyousya kangohou) is analyzed in the paper in 4 stages. | |||||
