| 内容記述 | Water supply is an infrastructure indispensable for people's daily life. As a rule, municipalitics run the water service under the self-supporting accounting system. Water rate varies from place to place, depending on the different conditions for management such as natural environment or geography. Among municipalities in Niigata Prefecture, the highest water rate is 3.24 times as high as the lowest one, in comparison of 10-cubic-meter water rate per month for household. With regards to the rate of a small-scale water supply system, the gap of water rate between the highest and lowest area goes up to 21.0 times. Although the Japanese central government has supported municipalities financially with an aim of correcting the disparity of water rate among the municipalities, the gap still remains. On the one hand, The Mass Amalgamation in the Heisei Era has reduced the gap. On the other hand, new problems on the disparity between districts which are namely ex-municipalities in a municipality, have arisen. The disparity of water supply rate that is essential for residents to live their lives should be as little as possible. Therefore I think both national and local governments need to take measures to reduce the gap as much as possible. | |||||
