| 内容記述 | A purpose of this study is to examine problems with the rate disparity of the small-scale water supply business in Niigata Prefecture. Some cities, towns and villages (hereinafter referred to cities) have more than one small-scale water suppliers. In some cases each supplier in one city sets different rate. There is a rate disparity problem within one city as well as the problem among cities. If supply businesses are run by a municipality, the rate disparity within the city would violate the Constitution's guarantee of equality before the law. Public fiscal measure are required to correct the disparity because the disparity in rates of water supply which is essential for life of residents should be as small as possible. | |||||
