In spite of its high devastating effect in the community, the researchers and engineers including the public seem to be interested in earthquake hazard mitigation and preparedness only after the Great Hansin-Awaji (Kobe) Earthquake. Even though the researchers on such mitigation are in progress, still there is lack in the research as well as strategy against the possible hazard due to earthquake during snow periods. Due to the sharp increase in aging ratio and decrease in the rescue manpower at mountain area, the deep snow bearing part during winter, these area really seem to be vulnerable on the occurrence of earthquake in winter. Hence, some researchers and discussions seem to be vital on the possible hazard mitigation at such area. Considerably active faults are abundantly found in Niigata Prefecture, which bring in frequent earthquake events. Not only this, various fault irrespective medium sized earthquakes have also been experienced in the past during the snow season that have done great deal of devastation in the affected area. Nagaoka earthquake (1961), Niigata Ken Nanseibu earthquake (1992), Niigata ken Hokubu earthquake (1995) and Niigata Ken Chubu earthquake (1998) are some of the typical examples of the snow season earthquakes in the past. Present study is focused on the hazard mitigation and preparedness approach against the earthquake during snow season. Although the paper is mainly focused on the survey at Niigata Ken Chubu earthquake (1998) and Earthquake which occurred at Kamikawa village (1998) events in Niigata prefecture, affects of other past earthquake events during snow season have also been incorporated in this study. The hazard situation is mainly analyzed through the survey results of the administered questionnaires specially designed for the dweller’s concept on disaster mitigation. Although the regional plans against earthquake disaster mitigation, prepared by municipal and regional government is already in action, they also seem to lack in incorporating the effect of depopulation during earthquake disaster in snow period, especially in the mountain area. These plans have also been reviewed well in this study to propose the social damage alleviation alternative in such area during the earthquake. The results of the questionnaire survey that indicated the insufficiency of present regional plan for prevention, preparedness and evacuation against the earthquake hazards in snowy season is utilized to propose the alternative approach for the revision of present disaster mitigation plan.
