More concretely speaking, it means that the nation himself made the construction works to give the opportunities to work. The reason why this thesis takes up such kind of employment policy is that under the situation that such kind of employment policy is unusual in a capitalist country, it seems such kind of employment policyhasnotanalyzedineveryrespect. In order to pursue the answer of the above hypothesis, first of all, this thesis analyzes the policy in detail including the main characterofthepolicy according to each period. Second, this thesis analyzes the industrial policy of post-world war II Japan. The reason why this thesis takes up the industrial policyofpost-worldwar II Japan is that many scholars have analyzed the industrial policy of post-world war II Japan and therefore various viewpoints have been indicated. This thesis thinks that based upon these various viewpoints, many respects of the employment policy can be seen.
