I think that medical services and medical insurance systems in Japan are very well organized from an institutional point of view and are even said to be the best in the World in their performance. History accumulates a lot of experience that becomes a treasury for future development. The medical insurance system was born during a major period of change, and the main aim of the book is to reexamine from a contemporary viewpoint the time, and circumstances of origin of the national health system. The writer observes the deliberation process about the National Health Insurance Law proposal in the pre-war 70th imperial Diet, and documents the proceedings. In a "National-health-insurance short history". Masakazu Tangi has pointed out that the argument developed focusing on the vicarious execution problem and the problem of codification of an organization contract in deliberations regarding establishment. However, research adding detailed examination of the contents of the argument is not subsequently performed.
