Once the Panel finds the request eligible, it would recommend to the Board that it authorizes an investigation. After the Board decides the matter is to be investigated, the Panel conducts the investigation. The Panel considers all relevant facts and then submits its findings on whether the Bank has complied with its policies and procedures in a report to the Board. The Board, based on all information before it, will then decide on any actions to be taken in this respect. Although the establishment of the Inspection Panel is an important step in moving toward public accountability and transparency and ultimately toward improved project quality at the Bank, there are problems in the Inspection Panel process. This paper focuses on problems of the Inspection Panel process regarding the Arun III Request which was the first request for Inspection to be received by the Inspection Panel.
