 note = {According to previous researches, there are many problems concerning national health insurance, but most of researches don't go beyond just a few of them and the approach performed is quite narrow. For example, a role of government is considered as a one-sided approach, and the explanations of some policy articles are limited. In the 70th Imperial Diet in 1937, the confrontation between the Ministry of Agriculture and Forestry, cooperating with the "Iryouriyoukumiai" (i.e. Medical utility association), and the Department of the Interior, which supported the Medical association, opposing to the "Iryouriyoukumiai", became serious. It is necessary to clarify historical positioning of the national health insurance system through a detailed examination of historical records of legislative process. How confrontation was adjusted, and what way out was found. In this article, the legislative process in the period between the 70th Imperial Diet and the 71st Special Diet will be analyzed.},
