Although the establishment of the Inspection Panel was an important step in moving toward more transparency of World Bank operations and the improvement in the Bank's accountability, and ultimately toward improved project quality at the Bank, there are still several problems in this Inspection Panel process that can be mentioned. This paper focuses on problems in the Inspection Panel process brought about by the Request for Inspection that alleged the Bank's non-compliance with its policies in West Poverty Reduction Project in China, and that in the Panel's investigation report for the Project. For the first time since Nepal ArunⅢ Proposed Hydroelectric Project case, the Panel was allowed to carry out its investigation,and as the result, the Bank's financing to the project was cancelled.
