 note = {The government thought that construction of the monetary system was important for the establishment of Japanese modern state. Therefore I promulgated the national bank regulations in 1872. Four national banks were founded in the next year, but the management ended in failure. Therefore establishment conditions were loosen because of regulations revision, and 153 national banks were established in the whole country. Five lines were established in Niigata, but I assigned a focus to three lines that there was not by merger and studied it now.},
