 note = {This article describes the relationship between the function of family and the social security institutions. Since around 1955, rapid economic growth has been demanding most women to be fulltime housewives. The lack of social support makes those women who dedicate to child raising feel itself burdensome. Wealthy growth of children needs adequate support by adults surrounding them. In the process of rearing, parents need social support. This paper suggests that a comprehensive family policy should to be implemented consistently.},
