It can be said that the so-called dawn after the war was the period in which nurture of children in political nature was strongly requested by that fact that Japan was politically defeated. As an official of the Ministry of Education, Moriichi Katsuta, who later became Professor of Pedagogy at the University of Tokyo, dedicated his energy to the formulation of the curriculum guideline for civics from the beginning. Based on his works, this paper examines the learning of social studies at that time and its later development.
