 note = {The purpose of this paper is to examine the reason why foster care is not generally accepted in Japan, by focusing on ordinary people's awareness which has seldom been studied thus far. Some researches have concluded that the major reasons for unpopularity of foster care system is caused by the general misunderstanding of foster care among people、thatis, foster parent system is only for couples who do not have children. However, recent attitude surveys for ordinary people indicate that majority of ordinary people understand the purpose of foster parent system more appropriately. From this, I conducted further researches on mothers by interviews and have found that unpopularity of foster care lies in the difficulties for raising childen in today's society.},
