And, the shortages of the nursery schools have been a serious problem. Therefore, the Japanese government has implemented many measures. For instance, the government has expanded the capacity of the nursery schools, and deregulated the standards which had fixed the facilities and the administration on the child welfare facilities. In addition, the government has promoted the conversion of the public nursery schools to the private ones with fiscal retrenchment. And then, the number of the public nursery schools have decreased, while the private ones have increased. However, it is unlikely that these measures, such as to lower the standards, will give good influence on the infants and their parents. This paper reconsiders the policy on the nursery schools and suggests that the government should adopt the policy which not only increases the quantity of the nursery schools but also improves the quality of them, in expectation of the infant's development with good mental and physical health.}, pages = {17--34}, title = {保育所に係る規制緩和政策批判}, volume = {47}, year = {2010} }
