 note = {The purpose of this paper is to survey the existing researches on the productivity effect of public capital in Japan. Currently, the estimates of the productivity effect of public capital have been performed on a macro level, by regions, by industries, and by fields of public capital. Through those estimates, we can get the conclusion that the productivity effect of the public capital is significantly positive, but its level is also different among regions, among industries, and among fields. However, the reason why the differences of the public capital productivity effect exist is still a question, because the estimates on the level of central or local governments have not been performed. Therefore, in this paper, I clarify the importance of estimating the productivity effect of public capital on the level of central or local governments.},
