 note = {The global division of labor has brought the growth of Asian economy, and furthermore has changed the world trade structure. Recently, Asian main ports are raising the position by a large quantity of container handling on the active movement of goods in Asia. On the other hand, the position of Japanese main Ports have faced by the downward phase for the insufficient functions and services on the harbor system. These should show that Japanese competitiveness descends gradually. Japanese government has promoted the policy of logistics to the recovery of Japanese competitiveness for many years, but the effect is not demonstrated successfully. On this paper, we will consider the state of Japanese harbor system from the viewpoint of logistics.},
