Due to the fact that the Sino-Japanese Joint Venture Company Contract was expired in 1923, the Mukden Provincial Government took over the contract and claimed its right, planning to lay the train track. As a consequence, the Japanese Government opposed strongly the plan, protesting it through diplomatic channels. However, the Mukden Government and Okura Group (大倉組) achieved the first train agreement under Japanese diplomatic pressure.
