In a previous paper, we analyse the enforcement process of the Daily Life Security Law and concluded that the issue of the gap of general laboring household between people who received assistance under DLSL, and unemployed people due to the Dodge Line, were given rise to its amendment. This amendment did not only make a partial reform, but also made general reform in the DLSLA system. However, this enforcement process occurred the quantitative stabilisation and qualitative fixation of its relief. Furthermore the increasing cost of medical relief brought about the stringency of the finance of DLSLA. In preceding studies, this circumstance was discussed, but these studies were not adequate to analyse factors of the increasing expenses of medical relief.
