These ordinances seem to be against the Constitution of Japan, the Fundamental Law of Education (as revised in 2006), and the Law of the Local Educational Administration, and further, they are likely to encroach on the essential principles of the educational administration established in the postwar education reform. The aim of this paper is to analyze on these ordinances focusing on their legal problems. Chapter 1 of this paper gives an overview on the Osaka Educational Reform which seems to be based on the neo-liberalism. Chapter 2 analyzes the legal issues of these ordinances.
