 note = {The rate disparities of the small-scale water-supply attributes to differences in management environment such as geographical and topographical conditions. Therefore the disparities can hardly be overcome only by management efforts. A right to use the water-supply at equal rate can be interpreted as guaranteed under a right to live stipulated in Article 25, the Constitution of Japan. All cities, towns and villages should be able to offer people the water-supply with uniform nationwide rate and with stability.
