 note = {Since 1978's Reform and Open policy, China has been seeking for transiting the planned economy into market economy, Internally, opening the domestic market for introducing foreign capital, management and technology, and participaiing in international division of work. Within such a background China's circulation industry has undergone comprehensive transformations, especially in 1992, the open policy in circulation industry had broken up the existing closed circulation system. On the other hand, facing the dramatically changing environment especially the transitions resulted from the large scale entrances of foreign companies, China's circulajion industry also goes through tremendous changes. So it becomes an important issue to explore China's circulation industry's developments and to explain the social, economy and environmental factors related with the circulation This paper focuses on the opening up of China's circulation industry, Firstly it probes into the process of the opening up, mainly concerning the background, reasons and development phases. Secondly, it analyzes the industry status quo and its construction clarifies the structural reasons of its developments.},
