On March 23, 2012, on the initiative of Osaka Ishin no Kai, two ordinances which provide for various contents concerning education and educational administration were adopted in the Osaka prefectural assembly. The two ordinances contain various problems in light of the current legal system. Especially, they seem to encroach on the basic principles of educational administration established during the postwar education reform. The basic principles are : (1) Autonomy in education, (2) Independency of educational administration from general administration, (3) Decentralization of educational administration, and (4) Popular control of educational administration. The aim of this paper is to analyze the two ordinances in light of above-mentioned basic principles of educational administration. First, it explains the characteristics of education reform in Osaka shown by the two ordinances. Second, it confirms the contents of the basic principles of educational administration and mutual relations between those basic principles. Third, it analyzes the legal problems of two ordinances in light of the basic principles of educational administration.
