 note = {The Heisei Municipal Merger reduced the number of municipalities in Niigata Prefecture to 30 as of March, 2010, from 112 as of March, 2000. Here I examined transition of financial capability of each municipality, entailed with the municipal merger. It revealed that some municipalities strengthened their financial capability whereas others did not. We need to look at how administrative services for citizens have been changed by the Heisei Municipal Merger, to evaluate its outcome.},
