The first phase was from 2009 to 2010, and was characterized by the deceleration of GDP growth.The second phase was from 2011 to now. During this period, the GDP growth rate fallen to 6.9% in 2015.At the same time, the monetary policy shifted from easing to tightening. On the other hand, Chinese small and medium-sized enterprises (SMEs) financing index showed a change of financing difficulty. Between 2009 and 2010、SMEs cannot get lending from the commercial bank because lots of money was lent to state-owned firms.
