Today, extremism and terrorism in all their forms pose a huge threat to humanity. Due to that reason, analysis of this issue is necessary for understanding why some organizations in the SCO member states are acknowledged as terrorist or extremist states, but are not added to the terrorist organization list of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (SCO RATS). In addition, the author analyses the progress and transformation of the legal basis for cooperation in the field of combating terrorism and extremism within the SCO framework.
