 note = {In this paper, I analyzed the disparity of several indicators such as personal income per capita, financial index, number of doctors per 100 thousand people, population among prefectures in Japan and the situation of Niigata prefecture. As a result, I revealed that the number of doctors per 100,000 people in Niigata has been low among prefectures for many years. In addition, the regional disparities in Niigata prefecture has also become clear. Prefectures and municipalities whose mission is to improve residents' lives need to make efforts to resolve the disparity. For this purpose, it is necessary not only to raise the prefectural index, but also to resolve the disparities among municipality in the prefecture and afford equitable services for inhabitants.},
