In this paper, we made problems of the design flood discharge clear, especially quantitative relation of return-period between annual maximum rainfall and discharge by simulating. As a practical sample, we examined the case of the A River in Japan and got similar results by comparison with the simulation. Design flood discharge has been determined by specialist of the river engineering, but now many citizens are being involved in the arguments.
