We analyze the documents of the local council of national properties from 1956 to 1965, and we can point out the following points. Most of military grounds were converted to the land for the Self-Defense Forces or farmland. However, it is also a fact that a large quantity of military grounds was converted to factories, government offices, open spaces, schools, public housings, and so on. There were two roles in the military grounds converted to the urban land use. One was a role as spare land for urban land use, and another was as propulsive engine for various social reforms.
