 note = {Townscape ordinance controls height of buildings in Hakodate city. However troubles about buildings which satisfy the height standards occurred. This we think is because the standard is too loose. The same problem can happen not only in Hakodate but also nationwide, so we need to analyze it’s structure. During our research, we found the obstruction factors of consensus building process; 1) After establishing the ordinance, they missed that the goal image of the city was not fixed, and they stopped the discussion. 2) They had complaints on cities policies, but it didn’t become a dispute. From now on, a discussion about the goal image of the city should be started again, and continued.},
