 note = {The purpose of this paper is to clarify how the conversion to open spaces from the former military grounds was advanced in eight major military cities that were specified as the war-damaged city. The agency of war damage revival published the policy that the former military grounds would be decided as open spaces. And, at first, 19 former military grounds were decided as the open spaces in the post-war plan in seven cities. I evaluate the former military grounds by analyzing the total area and the number of former military grounds planned as open spaces, the size of each site planned and achieved as open space, and the location of each site achieved as open space. Moreover, I refer to the conversion to another usage, the relation to buildings remaining, and the relation to the plan at prewar era.},
