 note = {近年、都市計画道路の見直しが必要とされている中、都道府県による都市計画道路の見直しガイドラインが策定されている。しかし、都市計画道路の見直しには、沿線住民の合意形成が困難であることや、見直しの主体が曖昧であることから円滑に進まないという課題がある。これらの課題に対して、都市計画道路の見直しガイドラインの記載内容や運用実態が明らかとなっていない。本研究により、都市計画道路の見直しは全国的にあまり進んでいないこと、住民の合意形成を偏重した見直しのプロセスであること、見直しの主体が市町村であることから客観性や広域的視点よりも地域の実情が重視される可能性があることが分かった。今後の課題として、都市計画理念からの路線の必要性の検証、第三者機関の導入、都道府県による見直しの対象となる路線の抽出等が挙げられる。, Revision of planned road doesn't advance smoothly because consensus building among residents fbr it is difficult and that organization who reviews it is unclear. Recently, administrative divisions provide the guideline of revision of planned road. But the contents written on it and the actual condition are not clarified By this study, we found that revision of planned road by the guideline doesn't advance, that the process of it in the guideline regards consensus building among residents as most important and that the fact in the region is valued more than objectivity and necessity of road because municipalities review it. The problem in the future are inspecting of necessity of road, introduction of third party organization, extraction of road which have to be reviewed by administrative divisions.},
