In addition, these organizations have been able to include not only public interest corporations and also NPO by the revised law. Therefore, this paper aims to clarify the actual condition and problems of town management in downtown revitalization conferences. It focuses on whether or not NPO approved as downtown development organizations would contribute to hard enterprises. As a result, there were fourteen organizations which established downtown revitalization conferences for NPO as downtown development organizations.
