However, due to the high turnover rate of nursing staff, many nursing care centers strongly feel a shortage of them. The purpose of this paper is to clarify the influence of human resource management (HRM) policy on the intention of leaving work, focusing on the attitude (work competence) and behavior (organizational citizen behavior: OCB) of the care staff. Therefore, after conducting a questionnaire survey of 312 care staff working in nursing care centers in and around Niigata City, I conducted feedback interviews with the facility directors. As a result of the analysis of the questionnaire surveys, the education and training of HRM measures enhances the ability of care staff to work and lowers their willingness to leave as well as fair treatment, and the family friendly HRM policy promotes OCB. It also becomes clear that the measures had a positive effect on OCB through mediation of work competence. In addition, the feedback interviews confirmed that care staff were not able to make use of their expertise, were unable to draw a future image of their careers, and were strongly stressed by the relationships in their workplaces.
