The DLS requires that the central government guarantee a minimum standard of living for the needy. To achieve this aim, the government delegated this responsibility to the local governments, particularly to public welfare offices. Despite the government's guarantee of a minimum standard of living, the local governments were obligated to partially bear the burden for the DLS enforcement to prevent corruption. Although many previous studies focusing on the central government are available, they have not examined local governments in detail. The reason for this could be attributed to the lack of materials on local governments. To overcome the limitations of previous studies, this study compares local municipalities particularly cities in the same prefecture.
