Actual state of available infrastructures is reviewed and main problems concerning construction of infrastructures in future is referred. \u201cHow to decide a reasonable limitation of investment to social overhead and how to select essential infrastructures to be constructed are of significant importance nowadays under the present social and economic circumstances of Japan. Until now most of infrastructures have been constructed in the framework of public services. In the recent decades, negative aspects of public services are closed up by public opinions under severe economic recessions during this decade. There are some extreme critics to public services. One of such critics says \u201cpublic services have no use more\u201d and other one says \u201cEither Public services or Welfare?\u201d It is obviously necessary to intensify welfare services. However, it is hard to say that there is no necessity to construct new infrastructures or to invest to the maintenance of existing infrastructures. It is of course necessary to evaluate the importance of each public service project and to select really necessary project among them and to stop not emergent projects. At first, definition and concept of social overhead capital and infrastructure are described. Then process and history of investment to social overhead capitals and construction of infrastructures after the Second World War are reviewed. Then evaluation method before and after accomplishment of construction projects of infrastructures are discussed. Then expecting procedures of private finance initiative are discussed. Further, special aspects concerning infrastructures for prevention of natural disasters are considered. There is no explicit way to solve the above mentioned problems on reasonable limitation of investment to social overhead capitals and on selection methods of essential infrastructures until now.
