The epicenter is located on lat. 38. 40 N., long. 141.175E. (25km distance from northeastern Sendai City), with focal depth 12km according to JMA or other institutes. The strong shallow earthquakes caused severe damage in the regions near the epicenter such as Kanan, Yamoto, Naruse, Kashimadai and Nangou Town, northern Miyagi Prefecture, where 6+ or 6’s intensity was observed by JMA. Strong ground motion which was measured, over 1600gal in this earthquake made Kashimadai Town Office and Hospital devastated as well. Authors investigated Kashimadai and Nangou Town at the end of Sep. 2003 because this area is frequent hit by Tsunami and has a soaring aging ratio. In addition to that, we evaluated highly potential occurrence of earthquake in winter based on the statistical data. From the survey, municipal relatives and medical staffs have not paid much attention to disaster mitigation in snow period until this earthquake.
