Many rivers such as Shinano River and Agano River flow into this coastal plain, and formed the wide lowland. In the Niigata City with the river mouth of the two rivers, the lowland below the mean sea level “zero meter area” is widely extends. In this area, the occurrence of the widely inundated damage is predicted that the levee breach by flooding or earthquake, tsunami and storm surge are happened. Recently, the formative history of the Echigo Plain is reexamined from the investigation of remains and borehole data. These results show the high possibility that the swamp or pond will be formed by the subsidence of the ground involved the inland earthquake.
