There are processes of social dilemma behind these problems, and we will analyze those processes. Besides behavioral causes due to the nature of motorization problem, there are financial and political causes, most apparently the ex-Special Purpose Taxes for Road Investment.Contrary to the fact that they are listed as Environmentally Related Taxes in Japan, those taxes had acted as important driving factors to construct automobile dependent regional economies in most local areas in Japan, and had caused numerous private and social losses. The author suggests to use those automobile related taxes to support regional public transportation's construction and management, including governing institutional devices, to build a system to solve various social and environmental problems related to excess usage of automobiles.
