Under this international trade system, consumers enjoy consumption variety with the increase in trade volume, however, adverse results have appeared in cultural aspects. Since cultural goods (creative industry) is one of the most important segments of the services, which are the largest and most dynamic component of both developed and developing country economies, trade in culture must be studied from the view point of regulation policy in international trade.
