The significance of sub-national government diplomacy has been studied by various theories such as "parallel diplomacy" and "multi-level diplomacy". However, most of these theories are derived from the practice of Western countries. The existing theories could not be fully applicable for the case of the sub-national diplomacy between China and Japan. Based on the existing studies on the sub-national diplomacy, this paper aims to develop an analytical framework of "stakeholders" to examine the Sino-Japanese sub-national diplomacy. The empirical cases would include the environmental cooperation projects between two pairs of cities, "Chikujo Mati (Fukuoka)-Jintan City (Jiangsu)" and "Omuta City (Fukuoka)-Datong City (Shanxi)". Through these examinations, we aim to demonstrate the impacts of raising environmental awareness on the sustainability of environmental diplomacy between Chinese and Japanese sub-national governments.
