In particular, from the experience of Japan, regional media plays a unique role in the local community during disasters. This paper analyzes the regional media of China and Japan in order to study the development direction of the regional media of China in emergencies. First, in order to get a better understanding of the regional media, let us clarify the definitions about \"region\" and \"regional media\", development factors, and social functions in the context of regional media. Furthermore, the system for Community FM Radio Broadcasting Stations in Japan will be clarified. Then, based on the regional divisions of China, this paper gives examples of the regional media in China during emergencies to point out some problems.
