Since 1977 the emergency service delivery system has been developed to establish medical care facilities with primary, secondary and tertiary emergency scrvices in accordance with severnity of emergency patients. As a result of the systematic improvement of these facilities, primary goal in quantity has been almost reached. Pre-hospital care has been, however, provided rarely by doctors and nurses and medical care allowed by emergency medical technicians (EMT) has been restricted strictly and is not enough to save lives. Therefore, it was pointed out by the comittee on emergency service that pre-hospital care should be reinfoced and medical care by EMT has to be reviewed. In 1991, the law of emergency life-saving technicians was estblished, which permits emergency life-saving techncians to provide DOA (dead on arrival) patients with IV infusion, electric defibrillation, and airway device (esophagcal obsturator airway, laryngeal mask) under a specific order by doctors on the way to hospitals. To improve the emergency service delivery system by utilizing this new law,it is essential to establish more closer relationship among hospitals,health departments and fire departments.
