Disaster occurs when destructive effects of nature or man-made forces overwhelm the ability of the involved area to meet the demand for services. Genal consideration of disaster management with special emphasis on medical care is done. Conceptually, strategy of disaster medical care aims at the greatest good for the greatest number of victims in the face of limited resorces and relatively insufficient power of medical personnel. Adequate triage, treatment (stablization) at the scene and transportation (evacuation) of the victims to the appropriate hospital are essential. In additon, disaster management requires a multidisciplinary approach. Such disciplines include prefectural government, fire and rescue department, the Self Defence Force, Red Cross, the Japan Medical Association, various hospitals, volunteers and so forth. Only speedy exchange of the relevant, correct informations among these disciplines can provide effective medical care. Finally, brief discussion on crush syndrome and posttraumatic stress disorder (PTSD), both of which are particular conditions associated with mass casualuties, is presented.
