This study examines Japanese and overseas employees' perceptions of intercultural communication in multicultural workplaces. This study focuses on local government offices and local government-related organisations in a rural area in Japan. The results obtained from conducted semi-structured interviews provided us with some insights into what conceptualisation of culture we should adopt in intercultural education and which cultural characteristics Japanese students should focus on to develop a critical awareness of their own culture. The results also provided us with insights into how students should view the adaptation to cultural differences. These insights help us design an educational programme for developing Japanese students' intercultural competence for working in multicultural workplaces in Japan's rural areas.
