Tuberculosis is by no means a disease of the past. There once was a time in Japan when tuberculosis was referred to as the “national disease”. That had changed dramatically from the 1950's to the 1970's. However, the reduction of incidence leveled out following the 1980's, and has been increasing slightly over the past 3 years. Also, there are many serious problems including the emergence of strains resistant to multiple drugs, the increasing frequency of group infections and outbreaks in schools, medical facilities, and facilities for the elderly, and the growing incidence of tuberculosis among the elderly. For these reasons, the Ministry of Health and Welfare declared a state of emergency concerning tuberculosis, on July 26th, 1999. The status of tuberculosis in Japan is now considered to be at a critical turning point in its re-emergence as a national epidemic, just as it is in Niigata Prefecture. To protect the health of the nation from the threat of tuberculosis, we must collaborate and fight these problems in the case of tuberculosis outbreaks and tuberculosis infections in medical facilities. As a first step, it has become compulsory for all medical doctors who have diagnosed a patient with tuberculosis to report explicitly to the nearest Health Center.
