The term of Human Resource Management became widely used in the research field of the Personnel Management during the decades of the 1960's and 1970's. By the 1980's it is completely recognized that this method is indispensable for the success of enterprises to manage human resource effectively even in the business world. The purpose of this study is to explain the historical background of change from Personnel Management to Human Resource Management. It also includes a theoretical foundation of such change and a difference in the concept of it. Finally the relationship between the formation of Human Resource Management and the typical Japanese management style is analyzed.
