In order to respond to the rise of the information society, Japanese government planned and has been promoting "e-Japan strategy" since 2001. One of the policy instruments of its educational arena is the launch of the "Information Study" curriculum at high school as a compulsory class, which started in 2003. In this paper we analyze current problems of the curriculum, and propose a method for its instructional practices. We consider the notion of "Collaborative Learning Groups" as a fundamental framework for the instruction of information study classes. The notion enables us to implement the method to educate high school students, who will grow with collaborative personalities. The method is based on media literacy and educational practices in elementary and junior high schools, and is exemplified as practices to plan and produce video programs as a group.
